The Rosh (Megillah 4:1)
The Rosh posits that Maftir constitutes a "new" reading (keri'ah chadashah). His chiddush is that since the Maftir repeats the final verses of the parashah, he is essentially a "guest" reader, not a functional component of the Shiva.
Arukh HaShulchan (loc. cit.)
R’ Epstein argues that even if the Maftir reads from a different scroll, he remains outside the Shiva count. His chiddush is structural: the Maftir is tied to the Navi, not the Torah count.
Friction
- Kushya: If the Maftir reads from the Torah, why shouldn't he count? The Mishnah (Megillah 23a) says one may even call a minor to read Maftir.
- Terutz: The Maftir is a takkanah of kavod for the Haftarah. Because the Maftir is not me’akev the Shiva, he lacks the yichus of the first seven.

Psak/Practice
In contemporary minhag, we do not count Maftir as one of the seven. Even if a Minyan is struggling to find seven competent adults, the Maftir cannot be retroactively "promoted" to fill a missing aliyah slot.

Maftir is a functional appendage to the Haftarah, not a numerical extension of the Torah reading; it is a liturgical "plus one" that remains forever external to the Shiva.
