"In the days of Rabban Gamliel, the numbers of heretics among the Jews increased... When he saw this as the greatest need of the people, he and his court established one blessing that contains a request to God to destroy the heretics... Consequently, there are nineteen blessings in the Shemoneh Esreh." (Mishneh Torah, Prayer and the Priestly Blessing 2:1)
- Dikduk/Leshon: The phrases "רַבּוּ הַמִּינִים" (the numbers of heretics increased) and "גְּדוֹלָה מִכָּל צָרְכֵי בְּנֵי אָדָם" (the greatest of all human needs) powerfully highlight the severity of the spiritual threat, as noted by Steinsaltz (Steinsaltz on Mishneh Torah, Prayer and the Priestly Blessing 2:1:2, 2:1:4).
Readings
Rambam (Chiddush)
The Rambam (Mishneh Torah, Prayer and the Priestly Blessing 2:1) views the institution of Birkat HaMinim as addressing "גְּדוֹלָה מִכָּל צָרְכֵי בְּנֵי אָדָם," thereby prioritizing spiritual preservation—an existential threat to the Ummah—even above physical needs.
Rashi (Chiddush)
Rashi (Berachot 28b s.v. "תיקן ברכת המינים") focuses on Birkat HaMinim's pragmatic function: to distinguish and exclude Minim who would be unable to recite the blessing, thus preventing their corrupting influence within the Jewish community.
Friction
Kushya
How could Chazal add a blessing to the "Eighteen" (Shemoneh Esreh), thereby altering its established count and name, which had been set by Anshei Knesset HaGedolah?
Terutz
The Gemara (Berachot 28b) itself clarifies that the name Shemoneh Esreh refers to the original count. Chazal possessed the inherent authority (koach hagezeira) to dynamically modify even foundational takanot in response to critical communal needs.
Intertext
Chazal's dynamic legislative power, even over foundational takanot, is paralleled in other instances, such as the takanah regarding Havdalah within Shemoneh Esreh (Berachot 33a), which was adjusted based on changing communal economic needs.
Psak/Practice
Halacha dictates we recite 19 blessings in the Amidah. The name Shemoneh Esreh persists as a historical artifact, demonstrating that nomenclature yields to Chazal's essential modifications for communal spiritual integrity.
Takeaway
Chazal's institution of Birkat HaMinim exemplifies their profound authority to adapt takanot, prioritizing communal spiritual preservation over rigid historical forms or numerical consistency in prayer.
